A Classic Collection Charizard is not a 1999 Base Set printing
A familiar Charizard design is not a printing identity. If the record you are viewing belongs to Celebrations: Classic Collection, do not file or buy it as a 1999 Base Set printing. Decide which collection you are building before a familiar image or a short listing title makes the decision for you.
Start with the collection, not the artwork
